Dear Sirs:

On June 21st Mr. Don Shelby ended his special report “In The Know: The Cash Crop Of Marijuana” with the following statement: “And every penny of the $36 billion is untaxed. Nobody but the crooks get a dime of that money. That's un-American. It is un-British. Come to think about it, it's kind of Colombian.”.

The members of the Colombian community in the Twin Cities were both surprised and outraged by this derogatory comment which reflects a great amount of ignorance about the reality of the very significant problem that drug traffic means for Colombia but especially about the way it has been faced by the Colombian people.

Many members of our community sent messages to Mr. Shelby protesting for such a statement. He has graciously responded all of them and in every one of his answers has expressed that he meant no disrespect for Colombia, but has also made it clear that it is his perception that in some manner our country and our people have allowed (he used this word specifically) for the problem to continue for so long.

After several messages we have realized the futility of trying to explain the situation and the real vision of drug trafficking that the vast majority of Colombians have. The reason being that most media coverage in America focuses only in the devastating effects that illegal drug use is having on American society while coverage of what happens in the producing countries is limited to the criminal part of it, never talking about the social issues that have afflicted our nation and which are, as a whole, a much greater tragedy than the ordeal of drug abuse the developed countries are suffering. It would take us thousands of pages to tell you about how Colombia has fought against these criminal organizations. In the battle we have lost many of our best people including politicians, law enforcement agents, members of our judiciary system and innocent civilians who have died in so many terrorist acts. We, as a country or as a community, have not “allowed” the situation to continue for so many years. We have fought and will continue to do so until this horrendous chapter of our history is finally behind us. Drug trafficking if anything, is un-Colombian. In its early years, cocaine production and traffic was mainly conducted in Bolivia and Peru. It moved to Colombia because criminal organizations found favorable conditions for their illegal business in our country, but with the increasing pressure of authorities it is now shifting to Mexico, where powerful drug cartels are now being formed and apparently are ready to take over. In the future, when Mexicans decide to fight this torment, it will move somewhere else, because as long as there is a market and a profit to be made someone will be willing to take risks (It could even be the US as Mr. Shelby’s report shows has happened with marijuana).

So how could we change that view that not only Mr. Shelby, but most Americans have of Colombians as being passive supporters of drug traffic? We initially thought of asking your station for a time on the air, equivalent to the one Mr. Shelby used when he made his comment, where we could explain the facts and refute that statement. However, we understand that you are in no way obligated to do so and that in such a little amount of time we would not be able to change a way of seeing us that has taken so many years to build up. We now feel that our duty is to encourage the media to cover that other side that seems to be unknown to most Americans: the brave and relentless fight that Colombia has put up and will continue to do so. Our first step towards this goal is suggesting to your staff doing a report about an issue that has significant local ties and relates to some of our victims in this issue. Colombian soldiers who have suffered severe wounds, mostly due to land mines used to protect the fields were illegal crops are planted, and who would otherwise face amputation or simply no treatment for their injuries, and who are currently at the Mayo Clinic where they have been able to undergo recovery that can only be described as miraculous. Talking to this brave soldiers will probably make you realize that they, as most of Colombians, have not “looked the other way” and have risked their lives to rid their fellow countrymen from the evils of the drug lords and also to save young Americans who every day suffer the consequences of drug use.

El voluntariado, es una acción voluntaria, es el resultado de una libre elección, es una opción ética, personal, gratuita, que no espera retribución o recompensa. La palabra exacta no es desinterés, porque la persona voluntaria tiene interés, mucho interés y obtiene satisfacción en sus motivaciones personales.

Solidaridad. Altruismo quiere decir amor al otro, es lo contrario de egoísmo. El voluntariado, la acción voluntaria sólo existe cuando repercute en los otros, cuando su interés es colectivo, general, público. El voluntariado es un medio para dar respuesta a necesidades, problemas e intereses sociales, y no un fin en sí mismo para satisfacer a las personas voluntarias. La acción voluntaria supone un compromiso solidario para mejorar la vida colectiva.

Acción. El voluntariado no es sólo un valor ético, una actitud, sino una práctica concreta. El voluntariado se hace, es acción. Si se queda tan solo en un vago espíritu de buena persona, de buen ciudadano o ciudadana, acaba siendo algo vacío y sin sentido. Aunque también es cierto que no es posible la pura acción sin "alma", sin valores. Pero lo que cambia el mundo, lo que enfrenta los problemas y las necesidades, es la acción.

Organización. El voluntariado, por ser algo muy importante, no se puede tratar como una práctica personal, individual, testimonial, íntima. Porque el objetivo del voluntariado es mejorar la realidad, transformar el mundo, y hacerlo eficazmente. Frente a la improvisación y la espontaneidad, el voluntariado requiere actuar organizadamente, uniendo fuerzas. Por tanto, la acción voluntaria debe de ser una acción organizada, sistemática, sinérgica, que requiere de organización, de asociaciones o fundaciones en las que actuar.

La persona voluntaria realiza su acción solidaria por dos tipos de motivaciones y razones principales:

Por razones ideológicas, éticas y morales, o de carácter religioso, que le llevan a sentir como suyos los problemas y necesidades de otros, a querer hacer algo para mejorar la sociedad, cambiar las cosas, transformar el mundo.

Por razones personales, por la necesidad de sentirse socialmente útil, de conocer y vivir nuevas experiencias, formarse y desarrollarse como persona, relacionarse y trabajar con otros,...

Esos dos tipos de motivaciones principales se combinan en cada persona voluntaria en distintas proporciones. La acción voluntaria significa DAR (tiempo, recursos, trabajo, etc.) y también RECIBIR (satisfacción, aprendizajes, experiencia, relaciones humanas, etc.).

Existen personas cuyas motivaciones principales hacia el voluntariado son la búsqueda de prestigio social, o expectativas profesionales de futuro, o el afán de poder e influencia social, u otras de carácter más egoísta. Pero a nosotros nos parece que la acción voluntaria tiene que ver, fundamentalmente, con los dos primeros tipos de motivaciones que hemos mencionado, y, si no es así, nos parece discutible hablar de voluntariado.

En todo caso, una persona voluntaria evitará realizar tareas que deben y pueden ser realizadas por trabajadores profesionales, sirviendo de mano de obra barata u ocultando situaciones de trabajo no declarado

Que hacen los voluntarios? Las personas voluntarias realizan, en las asociaciones y fundaciones, todo tipo de tareas, como por ejemplo:

Investigación, recogiendo datos y testimonios sobre una determinada situación, un territorio, una comunidad o un sector social, en torno a problemas o necesidades concretas...

Información y sensibilización, difundiendo, dando a conocer situaciones, necesidades, problemas, despertando y movilizando la conciencia de otras personas...

Orientación y asesoramiento, escuchando, atendiendo consultas, prestando apoyo y facilitando información a personas o colectivos en situación de necesidad...

Formación, educando en valores, capacitando en habilidades sociales, hábitos de salud, habilidades profesionales, etc., a personas y colectivos sociales.

Reivindicación y denuncia, reclamando derechos, señalando irregularidades o injusticias...

Captación de fondos y recursos, recogiendo y canalizando dinero, medios materiales, recursos técnicos, necesarios para el desarrollo de proyectos solidarios o la atención a situaciones de emergencia...

Apoyo y asistencia directa a personas en situación de necesidad, atendiendo a enfermos de sida, toxicómanos, ancianos solos, mujeres maltratadas, transeúntes, sin techo... Planificación y gestión de proyectos de acción, analizando necesidades, formulando objetivos y estrategias de acción, buscando y organizando todo tipo de recursos, evaluando resultados...

Dirección, gestión y mantenimiento de organizaciones de acción voluntaria, ocupándose de fortalecer la participación, mejorar la eficacia en el funcionamiento organizativo y en la acción para alcanzar los objetivos, desarrollando las relaciones con otras organizaciones o instituciones...
